Militarist positions give more weight to military capability, deterrence and preparedness. Pacifist positions favor negotiation, disarmament and restraint in the use of force. The axis separates attitudes to military means from the national objectives those means might serve.
How the questions explore the axis
The statements examine defense expenditure, conscription, weapons industries, nuclear deterrence, preventive strikes, espionage, drones, international courts, diplomatic negotiation and the possibility of reducing armed forces.
A strong defense preference can coexist with opposition to overseas intervention. Compare Diplomacy with Intervention before interpreting either as a complete foreign policy. Distinguish maintaining a military capacity from choosing to use it. Deterrence, defense after an attack and preventive action raise different trade-offs.
